  • Consultancy advisory services in venue management and venue operations.

       Current project:

  • The Government of the Hong Kong Special Administrative Region of the People’s Republic of China has appointed KPMG Transaction Advisory Services Limited together with Advisian Limited as "Consultant" to provide advice on the operations of a multi-purpose sports complex (MPSC) at a site within the Kai Tak Development. The Consultancy also supports the Government’s preparation of the tender and selection of a Consortium to design, construct and operate the Kai Tak Sports Park project.

  • Dean Hassall Consulting is providing sub-contractor advisory services to the KPMG-Advisian Consultancy, in the areas of major public facility operations and management, specifically in the following scopes of work including (but not limited to:

    • Recommendations around commercially viable elements which will enhance the usage and attractiveness of Kai Tak Sports Park;

    • Assistance with interpreting the views from stakeholders on event profile including the frequency and scale such as event and activities;

    • Input into and review of revenue and expenditure forecast projections on the Main Stadium and other major facilities;

    • Drafting the operational and performance requirements for the operating stage of the major facilities, including but not limited to the Main Stadium, in particular: venue operation including opening hours, charging rates, venue/facility booking arrangements and supporting IT systems, hospitality, customer service, event profiling, promotion and management including sports events for community participation/international events, catering arrangements for events, ticketing arrangement for events and traffic management during events;

    • Creation of management mechanisms for Government of Hong Kong to effectively monitor the performance of the MPSC Consortium during the operating stage of Kai Tak Sports Park;

    • In relation to the Main Stadium and other major facilities, review the commissioning plan and provide input regarding its structure and essential elements, and potential interfacing issues between the construction stage and operations stage;

    • Input into tender documents for the Kai Tak Sports Park project regarding financial, operational and performance requirements to be imposed on Consortium bidders, in relation to the operation of the Main Stadium and other major facilities; and

    • Assessment of the operational aspects of the proposals received, in relation to the Main Stadium and other major facilities.

 

Brisbane City Council - Riverstage

  • In the capacity of specialist facility adviser, provide ongoing advice to Council associated with the Sunshine Coast Stadium Feasibility Study progress, deliverables and findings.

  • Sunshine Coast Aquatic Centre Management Model Review - helping Council work towards best-practice tenure arrangements and standardising the suite of agreements currently utilised across its portfolio of nine aquatic centres.

  • QPAC Patron Flow Review - a venue industry operations review of Queensland Performing Arts Centre as it relates to efficient and effective access and egress of patrons, when concurrent performances are held in both the Lyric Theatre and Concert Hall.

 

 

Logan City Council
(Queensland local government)  

 

  • Desktop analysis into the requirements of establishing a Centre of Excellence for Women's Sport in the City of Logan, within the Cronulla Park Master Plan development. Areas of investigation include: research and analysis to help inform Council of facility need, size, functional requirements, and potential services and activities that could be offered from any Centre of Excellence; in addition to potential management and governance models, advocacy for and identification of key stakeholder partnerships and indicative operating cost considerations.

  • Assistance in the development of Expression of Interest (EOI) documentation and the subsequent evaluation process, to procure a management and operations provider for Logan Metro Sports Park.

  • Assistance in the development of EOI documentation and the subsequent evaluation process, to identify commercial opportunities in the management and operation of the Logan City Council portfolio of aquatic centres.

  • Independent research of operational and management options for proposed Logan Metro Sports Park (108ha Master Plan site) – involving industry analysis comparison and a review of operational and governance models of such facilities.

  • Situational analysis and peer review of Logan City Council Leasing Policy for sporting organisations and community organisations.

  • Review of swim coach agreements including input into KPI’s and performance evaluation criteria.

  • Independent analysis of and strategy recommendations surrounding current business models, management and operations of Council's indoor sports centres and aquatic centres, as a component of Logan City Council's Major Venues Business Improvement Review.

  • Phase 2 - Situational Analysis:  incorporating a 'top level' situational analysis of the current business models, management and operations of Logan City Council Indoor Sports Centres and Aquatic Centres.

  • Phase 4 - Industry Analysis:  incorporating a further review of key relevant documents, detailed benchmarking of similar venues.

  • Independent venue operations and risk management framework review of two Queensland Government-owned and operated facilities: Toowoomba Sports Ground (TSG) and Townsville Sport and Recreation Precinct (TSRP).

  • Commentary and practical guidance surrounding any key best-practice ‘gaps’ identified from an operations review, and implementation of a framework focused on venue management and risk mitigation, which reflects enhanced practices.

Queensland Rugby Football League Limited

  • Preparation of research, discussion papers and briefings in relation to inception of a multi-channel major event project (later known as Maroon Festival or MaroonFest) based on the Fourex (XXXX) Maroons and their participation in the annual State of Origin Series between QLD and NSW.

  • Assistance with QRL's recruitment of an in-house Event Activation Manager to oversee Maroon Festival project. Panel member for shortlising, interviews, evaluation and selection.

  • Engaged through Queensland's governing body for Rugby League on behalf of National Rugby League, to develop a QRL Statewide Facilities Strategy. In-depth research and reporting project resulted in a five to ten-year plan, which defines a strategic, collaborative and consolidated approach to the maintenance and development of QRL facilities throughout the entire State of Queensland.

  • Feasibility analysis regarding facility location and composition of the "Home" of administration, marketing and commemoration of rugby league in Queensland.

 

Kardinia Park Stadium Trust, Geelong

 

 

  • Specialist consultancy services to deliver upon an 'environmental business scan' for Kardinia Park Stadium Trust.        Projects - Carolynne Hassall:

  • Coordination of "Producer Showcase" integrations of regional producers and regional council stakeholders within live celebrity chef cooking demonstrations across Main Stage and Queensland Taste Stage as part of Regional Flavours 2017 Presented by The Courier Mail.

  • Coordination and delivery of all live celebrity chef cooking demonstrations across 5 stages as part of Regional Flavours 2016 Presented by The Courier Mail. (See below for details)

  • Coordination and delivery of over 40 live celebrity chef cooking demonstrations across 5 stages as part of Regional Flavours 2015 Presented by The Courier Mail, 18 & 19 July 2015, at South Bank Parklands. Included overseeing and managing the Chef Preparation Team (Caxton St Catering); recipe logistics for live shows and TV live-crosses; facilitating food and beverage tastings for 12 cooking demonstrations; managing travel itineraries, performer briefings and all requirements for contracted talent and masters of ceremony.

  • Preparation of “South Bank Parklands VTO/VC Staff Handbook” to outline the procedures, requirements and expectations for the safe and effective performance of duties by staff employed as Venue Technical Officers and Venue Coordinators, South Bank Parklands. Handbook provides specific information in relation to venues, technical infrastructure, equipment, and terms of use by both Brisbane Marketing employees and external parties (event organisers or contractors).

  • Project-managed significant components of the “Brisbane Marketing Volunteers Framework” project, to assist in the development of a robust documentary and training program structure that supports the management of Brisbane Marketing volunteer activities. Consultancy incorporated:

  • > Development of a Volunteer Management Framework (Policies and Procedures Manual), including Standard Operating Procedures for volunteer needs-scoping, attraction, recruitment, contracting, allocation to job-specific roles, induction, and training and manual/tool kit for the management, scheduling and retention of volunteers.

    > Development of volunteer induction and training program with focus on “Event” specific modules for role training and familiarization. Worked with Brisbane Marketing staff to prepare materials and tools for delivering volunteer induction and training including refining and developing training program scripts, outlines, presentations and handout materials. Incorporated existing organizational induction and "Brisbane Welcomes The World" training.

    > Delivery of volunteer induction and training program in advance of three major Brisbane events held in late 2014:

    -    Brisbane Global Cafe (ahead of the 2014 G20 Leaders Summit);
    -   8th annual Asia Pacific Screen Awards (APSA); and
    -    inaugural Brisbane Asia Pacific Film Festival (BAPFF).

  • Completion of a six-week contract relating to delivery of 27 live cooking demonstrations across three event stages over two days at South Bank's Regional Flavours 2014. Together with Brisbane Marketing team, contracted Chef Preparation Team (Caxton Street Catering), event partners, and 15 celebrity chefs/cooks including Matt Preston, Miguel Maestre, Annabel Langbein, Paul West, Dominique Rizzo, Julia Taylor, Darren Robertson, Sarah Todd, Alice Zaslavsky and many other Australian favourites, achieved a streamlined and professional cooking showcase.
